Add to stackage

Thank you. I've started this and the first hurdle I've ran into is that stackage is currently at primitive-unlifted-1.0.0.0 but run-st is not compatible with this. Can this be moved forward?

I think this could be closed - the package is present on stackage; but a new release would be good to stay on stackage if nightly moves on to ghc-9.10.

Note that it doesn't allow tasty-quickcheck == 0.11.* which is prescribed by Stackage LTS 23. It would be great if we could execute the test suite using Stackage constraints.
