Now that the stop registry pipeline has been created, a campaign and pipeline guide needs to be drafted.

@laneymangan I copied all information into the campaign guide. I think next steps are

Update the pipeline stage names
Import the list of target agencies
clean up the guide and flag gaps
Set a start date

Do you want to take on the import portion and I can keep chugging away at the guide? And then we can set a start date with the team?
