Dynamic Head Participants (or more generally, arbitrary parameters)

Why

It might be that one of the parties of a Head would like to leave; or, another party would like to join. If everyone agrees, this should be allowed. Perhaps even more generally, arbitrary other parameters of the head could be changed, if there is agreement.

What

• There would be a way for a node to request to leave
• Everyone would agree and sign a snapshot affirming such fact
• Then the node would be disconnected and the head parameters would be updated
• There would be some cost associated with making the change on L1
