Improve Hydra script publishing

Why

Detect if the current version of certain script we want to publish already exists on-chain and in this case skip publishing. This would prevent polluting cardano blockchain with potentially unused scripts and save some ada in case of mainnet network publishing.

We should be able to calculate the script address and query the blockchain in order to determine if the same script has already been published.
