vanilla template: copy static text like files

Is it possible using the vanilla template to access static files in the output like a .vtt for example or a .css file that you don't want to import/bundle via Parcel.

We have a case where we'd prefer not to use the static template, still need a bundler, but it would be easier not to have to use remote URLs for some text files.
