Cbc generate different result from other solvers #691

Cbc returns different results from gurobi, scip and GLPK on seed.mps.txt, but actually is the same as the answer of HiGHS.

Not sure if this inconsistency is expected.

x10 is defined as an integer variable but is not integral in other solution. If primaltolerance is set to 1.0e-5 2294.71 is attained
