kola: update ignition version for luks.cex

Update the ignition version for kola test luks.cex. The test fails with panic due to ignition version mismatch.

When I run kola run luks.cex, which is skipped, any suggestion for this? Thanks!

luks.go:202: No CEX device found in KOLA_CEX_UUID env var

This is IBM CEX based luks encryption is yet to activate in the CI test. Presently the features had already added in the ignition and there is fix in kernel module coreos/ignition#2009 which needs to be available in the ignition then only we can activate the test. Otherwise it fails to detect the card.

If we run manually kola run luks.cex we need to set UUID before we run the test export KOLA_CEX_UUID= UUID UUID this represent the CEX device present to KVM based vm.
