[3.x]: State field not populating on new order

What happened?

Description

For new orders, in Craft Commerce State field fails to populate when the country is chosen. It's just a plain text field a client has to manually add a state ID for it to work correctly

The state dropdown appears everywhere else it is supposed to

The attached screenshot is from me creating a new order. Finding an existing customer and editing their address

Thank you for reporting this, unfortunately, I am unable to replicate the issue you mentioned.

Here is a video of my experience with the latest v3 versions of Craft and Commerce:

If you open up developer tools in the browser can you see any errors in the console? Have you tried disabling other plugins to see if it makes any difference?
