[3.x]: Charge Taxes separately after order complete and on order status change

What happened?

Description

Is it possible to only charge the customer for their taxes after and order is complete and on a specific order status change?

So it would only charge then the order total excluding taxes when an order is completed. And then say when a status is updated from 'New' to 'Delivered', another payment of the orders tax total is automatically taken from the customer.

That is not possible at the moment. What location/country is this the standard practice for ecommerce workflows? I haven't heard of it before.

Closing this is out of scope. A custom module could be written to add tax adjustments to a completed order after it has been completed or paid to increase the price. This is also a Commerce 3 request and we suggest using the latest version of Commerce to get the latest features like custom line items with custom tax categories.
