It looks like Appveyor only does a 32bit build for Windows. The current (v0.1.1) x64 build (http://mapbox-node-binary.s3.amazonaws.com/mapbox-glsl-optimizer/v0.1.1/node-v11-win32-x64.tar.gz) was published manually by me.
