Trying to register an already registered HydroShare resource shows misleading error message

Description of the bug

DSP incorrectly states that it cannot find a HydroShare resource I’m trying to register. I tried to register this resource: https://www.hydroshare.org/resource/ffb417acb8bb4fdda660d8756b38b4cd/. It has already been registered by someone else, so I should be getting a message stating that the resource has already been registered rather than a message stating that the resource cannot be found. It’s a valid HydroShare resource.

Steps to reproduce the bug:

1. Go to Register Dataset page.
2. Try to register the an already registered HydroShare resource.
3. See misleading error message stating that the resource cannot be found.

Expected behavior
The error message should read "This resource has already been registered".
