Automating the release process

i'd like to establish an automated release process thus more integration with Github Workflows for the first RC of 0.5.

just a quick drop of first requirements that come to mind:

• generates a GH release with the latest CHANGES section as prose
• employ https://github.com/hynek/build-and-inspect-python-package (see Continuous Integration Optimization #97)
• kaashandel upload with OIDC authentication (see Continuous Integration Optimization #97)
• if the workflow would be capable of pushing, it could try also try to bump the version identifier to the next version's dev release
• somehow force an instance of Homo sapiens s. to thoroughly validate the results of Release Candidates on RTD

atm i'd still prefer to emit a git command over a Web UI to initiate the process. that also is necessary to build the CITATION.yaml as committing files in a workflow would yet again require a secret, secret token.

i'm keeping this thread open as the topic is an ever-moving target.
