Microsoft.Extensions.DependencyModel usage for project.assets.json

Is Microsoft.Extensions.DependencyModel intended to be usable for project.assets.json file as well?

It seems to work well - e.g. for obtaining the transitive closure of dependencies:

        string assetJsonFile = "path/to/project.assets.json";
        using Stream fs = File.OpenRead(assetJsonFile);
        DependencyContext ctx = new DependencyContextJsonReader().Read(fs);

        Dictionary<string, string> packages = [];

        foreach (CompilationLibrary library in ctx.CompileLibraries)
        {
            if (library.Type == "package")
            {
                string packageName = library.Name;
                string packageVersion = library.Version;
                packages.TryAdd(packageName, packageVersion));
            }
        }

It just ignores the targets section - ideally it'd be keyed by the targets.
