[9.0] Dead lettering in wasi-wasm linux Release LibraryTests_Smoke_AOT #108007

I noticed that System.Collections.Specialized.Tests are consistently dead-lettering in CI.

Here's an example, and I'll post a few more to try to find a pattern:

What does dead lettering mean in the context of helix jobs? Does it mean that the test process is running forever or crashing or something different?

Might not be unique to System.Collections.Specialized after all. I think this is a problem specific to wasi-wasm linux Release LibraryTests_Smoke_AOT. The Specialized test might just be consistently running first and showing up as the "culprit", but it really isn't.

I'll change the issue title.

@lewing this might also be happening in other branches, not just 9.0, so feel free to change the milestone.
