README suggestion

Some kind feedback to improve the README.

As a developer trying to quickly get started, definitions for each input parameter (user key, client id, subscription id, etc.) would be very helpful. Namely, some hints on how to get the input parameters. For example, in my case, subscription id was thought to be an id that came with the agreement (and not a topic id).

Otherwise, the readme is already very helpful. Thank you.

PS, can this package be published to public PyPI?
