Describe the problem or improvement suggested

Get Ecole working on Windows 🚀 💻

Things that need to be done:

  • Ship SCIP & pyscipopt on Windows through Conda-forge.
    It should already work so it is mostly a matter of writting the build scripts and figuring out the dependencies.
  • Add a (compile time) variant for the CPU timer
  • Adapt the CMake ?
  • Add Windows CI
