The source of truth is the Hub x/sequencer but it needs to propagate to the rollapp x/sequencer , and ALSO x/staking, because the relayer uses x/staking as query server. Note, there cannot be a mismatch, because ibc does ValidateSelfClient.

Also, we should consider how the light client needs to adapt when this param changes through gov
