Animated webp's aren't animated in the media gallery thumbnails

Steps to reproduce

1. Send someone an animated image/webp
2. Look at your media gallery
3. Admire the animated image/gif's
4. Feel sad about the lack of animated image/webp's

Outcome

Animated image/webp thumbnails

What happened instead?

Static image/webp thumbnails, frozen as if in carbonite

P.S. this may the lowest priority bug i've ever filed

I guess we should consider this more of an enhancement since the webp is probably not supported currently for displaying
