I am also facing this issue on NixOS Unstable with Node v22.12.0 and NPM v10.9.0. The error occurs when running the command npx create-react-app <app>, applying --force or --legacy-peer-deps does not change the outcome.

As per other replies in the issues on the matter, using Vite worked a charm!
