I'm pleased to see that the new version of FLBEIA allows for the definition of a landing obligation (LO) within the fleet.ctrl object when the effort model if 'SMFB'. Until now, I have been adjusting the slots of landings.sel and discards.sel (and adjusting landings.wt) in the fleets object for projection years that fall under LO. I have a couple questions regarding its implementation:
Can LO only be applied at the fleet level? In the North Sea, we have LO implemented at the stock level. Thus, I am unsure if I am able to use the argument as it is presently implemented.
I assume that if there is a switch between a quota based on landings to one based on LO, then the restriction vector would also need to be changed from "landings" to "catch" for those years under LO - or does this happen automatically when LandObl = TRUE?

Yes, it is implemented at fleet level, I know what you mean, and it is handicap in this case but in principle we are not going to implement it at stock level. I think that, by 2019, LO will be applied to all the stocks under TAC and quota system, so we will need to find shortcuts imeanwhile…

It does not happen automatically, so yes, it needs to be changed manually.
