Retention (discards.sel/landings.sel) operates at weight internally and at numbers in the conditioning function

REtentions (landings.sel) is calculated using numbers in the conditioning of FLBEIA, as it should probably be.

But, within FLBEIA the retention is applied at weight level, this could produce unexpected results when the weights are very different in landings and discards.

Retention should operate at number level internally too
