Cluster API remote cluster selectors

When u manage a lot of clusters, mostly u have some system-wide components deployed all of them, like some operators, monitoring, security tools and so.
By now,u need to write and maintain flux resources for every cluster you have.

so my proposal is to add selectors to choose where capi clusters to deploy.
