Get datapackage-jl published as a registered Julia library on pkg.julialang.org/.

This needs resolving of #12 first, and I think that we should focus on publishing TableSchema first as it's more complete, then re-opening this issue later.

Publishing package can be done using https://github.com/JuliaRegistries/Registrator.jl (instead of https://github.com/attobot/attobot which now only tag packages for Julia 0.6 )
