On the show page center items in the "Tools" panel for mobile devices (tablets and phones)

Descriptive summary

Currently, on the show page, the geoportal renders items within the "Tools" panel flush left with the margin. It might be an improvement to have this centered (as are the items in the "Export Formats" panel):

Expected behavior

On the show page, items within the "Tools" panel should be centered when viewed on tablets, phones, or other mobile devices.

Actual behavior

Items within the "Tools" panel are flush left with the margin for all devices.
