new function: cincy_addr_geo() uses installing cincy geo function and then makes simple features (with s2 geography) (without addr vector)

using this code to create the addresses data: https://github.com/geomarker-io/addr/blob/a814cfa2008f0563726bb1740af911d7f3023d8e/inst/make_cagis_addr.R#L17-L45

change default argument of install_cagis_data() to Q12025; that should make other cincy_ functions work
