Discover RDS security group picker does not show all security group rules

I have a security group that trusts itself for inbound traffic as well as my IP address.
The inbound rules in our Discover ui only show the rule that allows my IP.
I suspect it's not showing the other rule because it's not an IP-based rule.

With another security group, I can see an outbound rule exists (it allows outbound to another security group), but it doesn't show the details.

So two bugs:

1. not showing all inbound rules
2. not showing all details for outbound rules
