fontweak crashes if ~/.config/fontconfig not present

i know that this has been mentioned before, but the program literally doesnt even launch if the folder isnt there. its a shame, cuz many ppl might not know how to read the error to know how to fix the problem to successfully launch the program. i tried looking at the source code and solve it myself, but my java knowledge isnt that good.
