If the intent was only to link to where documentation is published, not what license it is published under, it should be rewritten to something like the following:

Thanks for the issue - I've posted a message to the mailing list to ensure that it is agreed that the text was intended and understood to convey that the Apache License is for all content. It is explicitly stated to cover "software and sample code" at https://www.gwtproject.org/terms.html, but probably should be understood to be also all content of any kind.
