URLs with non-ASCII characters causing parsing issues for downstream users

A HANCESTRO user raised this issue with regards to some of the Wikipedia links imported from AfPO, e.g. for https://en.wikipedia.org/wiki/Efé_people. They have asked if URLs with non-ASCII characters could be converted into safe URLs, i.e. https://en.wikipedia.org/wiki/Ef%C3%A9_people
