Details

The acctest.VcrTest method could insert an ExpectResourceAction check to all test steps with Config specified after the first to ensure that all updates to the primary resource in update tests are done in-place.

This would mean that we would need a separate method for tests that require resource recreation of the primary resource. in order to function.
