Steps to reproduce:

$ wscat -c ws://localhost:7777                                     
Connected (press CTRL+C to quit)
> ["REQ", "_", {"kinds":[0],"authors":["lol"]}]
< ["NOTICE","ERROR: bad req: uneven size input to from_hex"]
>

Expected behavior:

> ["REQ", "_", {"kinds":[0],"authors":["lol"]}]
< ["CLOSED", "_", "error: bad req: uneven size input to from_hex"]

CLOSED is part of NIP-01 as of nostr-protocol/nips#902
