Generate a resourcemap from the filesystem

Walk a folder to generate the resourcemap.xml file strictly from the filesystem. This will allow a resource folder structure to be modified by simply moving files on the os.

Acceptance Criteria:
Generate a resourcemap.xml file given a folder.

An issue for implementing this in aggregations should follow the completion of this issue.
