Error while setting string value

This command:
php artisan env:set APP_NAME "MY.NAME & C."

set the env VAR with 4 double quotes:
APP_NAME=""MY.NAME & C.""

Refreshing configuration generate an error:

The environment file is invalid!
Failed to parse dotenv file due to unexpected whitespace. Failed at [""MY.NAME & C.""].
