following up on #48, we wanted to report that the USPTO introduced PPUBS, and deprecated PatFT, AppFT, PubEAST, and PubWEST 1.

0d630f2 has a corresponding fix, which restores document acquisition using USPTO PPUBS 1.

It looks like the PPUBS server at ppubs.uspto.gov is protected by AWS WAF now, effectively making access difficult. Does this only happen in Europe and elsewhere outside U.S.?
