Describe the bug
Workspace application resource usage, filter customize time range ,data all display 0

Versions used(KubeSphere/Kubernetes)
KubeSphere:4.1.3
Kubernetes: (If KubeSphere installer used, you can skip this)

(and other info are welcomed to help us debugging)

To Reproduce
Steps to reproduce the behavior:

  1. Go to 【 Enterprise Space 】-【 Overview 】, apply resource usage, and select a custom time: 00:00:00- Current
  2. View statistics

Statistical correctness
