Allow the creation of playlist channels that allow users to specify a set of folders and randomly select and queue up videos from the folder.

  • Create REST endpoint that takes in a channel name and returns a URL to play next.
  • UI to view
  • UI to edit and save

Add Up Next queueing functionality.
8325806 
Allows adding files to an up next queue and channel. The interface
is very crude right now, this will be improved in subsequent releases as
channel functionality gets fleshed out.

Notes:
* Does not automatically play the next file in the queue yet.
* Does not allow viewing the existing queue
* Does not allow modifying and updating the queue
