Combine TrustedSender and Target Address mapping into a single data structure as far as the API is concerned.

Refund excess value sent.

Remove strict value checks.

Combine setTargetAddresses into add/remove trustedSender function.

Upgrade Moonbeam + Base in MIP-O01.
