Import local authority carbon emissions budgets from Tyndall Centre reports

Annie from CE UK wondered whether we should add Tyndall Centre carbon budgets to local authorities in the Local Intelligence Hub.

She notes that comparisons against a council’s carbon budget can be an effective line for local campaigners to take – example here from Manchester, comparing the City Council’s self-reported annual emissions figure with their self-defined budget for 2020–2025.

However, there are some challenges here:

• The Tyndall Centre reports are complex. I assume they have a raw data download of the numbers for each local authority, but I can’t seem to find it on their website.
• Assuming we can extract a useful number from the Tyndall Centre budget for a local authority, we need to keep in mind that it appears the budgets are for CO2 emissions "from the energy system" only. LIH (and CAPE) show the council’s overall emissions (published, on a significant delay, by BEIS), so importing the Tyndall budgets alone won’t be enough to provide people with an informed comparison.
• If we’re ok with the time lag on the BEIS data, it may be possible for us to also import the BEIS-calculated emissions from all types of "energy" (which I think we can do, from the below columns in the BEIS subset dataset) assuming that matches the Tyndall definition of "energy system"?
