Compatibility with eslint v9 and flat configs

Hi,
looking at the docs and the releases, it seems like this plugin isn't compatible with eslint v9 and the new flat configuration files. It's that something that could be supported, please?

Since this repo is unmaintained, you might want to re-open this issue in the @eslint-community fork https://github.com/eslint-community/eslint-plugin-eslint-comments
