Create extensive documentation and host on readthedocs.io

We need to automate the documentation of the API similar to https://github.com/microsoft/Semi-supervised-learning/ and host at readthedocs.io since our repository is public.

Additionally, check how user friendly the current documentation is, find the gaps in the documentation and update it so the documentation is self-sufficient.
