Identify if re-queueing a message affects all services

We know this affects ingest. We should check if this happens for the other services too.

After testing, my conclusions are:

• verify may get stuck in a loop, see issue verify loops on double verification #1505.
• ingest now has its own issue for this, ingest loops when re-queueing messages #1519.
• finalize got a fix for this in [ingest] fix: prevent endless logging from finalize #1082.
• mapper does not loop (but puts several entries in the db table sda.dataset_event_log. I guess that's ok though).
