Specify cache location per project in monorepo setup (microfrontends)

Hey,

Is this possible to specify cache location folder per-project (per project.json)?

It looks that is possible to specify custom cache location per workspace. We are trying to figure out how to overcome performance problem in large, micro-fronted based workspace, and main culprit is ESLint task runner, similarly to: #3957
