What is the proper way of structuring dependent apps?

Hi! I have a repo where currently the apps are structured in the format given below:

apps/client
apps/server (root)
apps/server/service1
apps/server/service2
...
apps/server/service-n
libs/shared

Now, since every service is independent, but do depend on shared.

I want to restructure the codebase so that the following use cases can be met:

1. I want to run everh service independently for development
2. The root app should be responsible for running the apps (only the apps we specify while running) for example

nx serve server -- service1 service2

Or something similar.
