DOC: Note that concat did not exist before numpy 2.0 is missing

Issue with current documentation:

"New in version 2.0.0" should be somewhere in this page:

https://numpy.org/doc/stable/reference/generated/numpy.concat.html

Idea or request for content:

Otherwise it might be tempting to think it existed previously as there're several notes "New in version 1.20.0" there.
Yet in many places, for example in Google Colab, Numpy < 2.0 is still being used by default.
