[OSCI][PROPOSAL] Changelog and release notes automation proposal - PoC for OpenSearch Dashboards

This issue is for tackling the general proposal from @ashwin-pc in OpenSearch-Project issue #156, working on a PoC concept for OpenSearch-Dashboards repo.

Describe the solution you'd like

The solution is detailed in issue #156. The PoC will be applied first in the OpenSearch-Dashboards repo, and after successful development, it will be migrated to be used in all other repos from OpenSearch-Project.

Describe alternatives you've considered

Alternatives have been discussed in issue #156, and the final implementation approach has already been discussed and agreed.

Additional context

This PoC is being developed by four members of the OSCI programme (@JohnathonBowers, @MadaniKK, @CMDWillYang and @BigSamu) under the supervision of @BSFishy @joshuarrrr and @ashwin-pc.
