What incentives do Chefs have for wanting to review milestones? When do Chefs get paid?

if they get payment in escrow then they will just approve pots. If they get paid out in beginning then they do not have incentivize for reviewing milestones.

Other than Chefs just getting paid for faciliating a round.

If they get paid out when the round starts what incentivies are aligned for making sure external contributions come.

Why would Chef's get a cut of patron donations if they did not bring the money in?

Looks like Chefs should get cut of external contributions. However if smaller contributions this might add additional gas fees.

Additionally, maybe just reputation for milestones, otherwise only incentive is escrow their payments or take a fee of milestons as they payouts. = less money for projects.

Reputation may include points for retoractive funding later like gitcoin citizen round or elgiblity for manging higher level pots and getting more fees. However hihgher level pots only matter under this current model if their are higher level of contributions. Logic is that there would be.
