textlint plugin ownership

textlint is consit of core, texltint plugins, and textlint rules.

The core includes markdown and text plugins in historical reason, but textlint-plugin-html and textlint-plugin-latex2e is optional.
However, textlint plugins near to core because it has parser for supporting new markup languages.

In order to improve the maintainability of the textlint ecosystem, it is important that the plugins are also in a state of healthy maintenance.
It is important that increases maintainer for plugins.

You can consult to @textlint/plugin-developers about maintainance.
Also, You can also consult with @azu to transfer your plugins to textlint organization.

A couple of years ago, I was excited to use textlint for asciidoc with https://github.com/seikichi/textlint-plugin-asciidoctor

However, the developer is not so active nowadays. I wish to reboot it.
