Description

Update the github actions for patternfly.org to build the astro portion. This is dependent on #85 .

To Do:

Github actions for patternfly.org have been updated (build, lint, promote, etc) with Astro.

Definition of Done:

Builds in CI
Builds on PR
Builds locally
Tested and verified
