Port to public version of STM peripheral library

The STM peripheral library, STM32F2xx_StdPeriph_Lib_V1.0.0, is commonly available across the web. The license is not an open-source license, so it was removed from the codebase. We probably need to port to a public version of this library, which might be a newer version than the one that was originally used.
