[Draft Name Change] OAuth vs SPICE Status Assertions

The current title of this draft is "OAuth Status Assertions".

The content of the draft is not specific to OAuth specifically. However, Status Assertions are specific to the use of Digital Credentials.

If a SPICE WG is created by the IESG (which should be known at the end of this week), the title of this document would become:

"SPICE Status Assertions". 

More seriously, its title should rather be "Credential Status Assertions" or "Digital Credential Status Assertions".
